SoNo Collection public hearing continues Wednesday at Zoning Commission


NORWALK, Conn. – Putting together a project as complex as The SoNo Collection mall on West Avenue takes a lot of time and deliberation, as it has many moving parts.

Many of those parts can be seen moving in the above animation video released Monday to NancyOnNorwalk by mall developer General Growth Properties (GGP).

GGP will continue its presentation to the Zoning Commission at 7 p.m. Wednesday, May 4, in the Community Room at City Hall. This is a continuation of the April 27 public hearing, at which the presentation ran over 3 hours and covered the evolution of the project, text amendment and map change, building operations and parking, traffic, landscape architecture and a brief introduction to architecture and design.

GGP Senior Developer Doug Adams said Monday in an emailed reminder, “We expect to complete our presentation, including utilities and civil engineering, environmental, and the remainder of architecture and design. Our goal is to conclude the presentation within an hour, with the hope that public comment would begin at approximately 8 p.m.”

GGP is planning to break ground – pending approvals – this fall and is targeting a spring 2018 opening for the upscale shopping destination.

Is this the same public hearing that had to be stopped last week because GGP — for lack of a better word, filibustered — for 3 hours and people didn’t get a chance to speak?

Did they get the same tax zone treatment as the previous designs? That would be disappointing because they have less skin in game and not same concept, which will actually cost taxpayers money unless the mall is a huge success…is there any reporting on that aspect?
